The APC control loop can be manuall

The APC control loop can be manually overridden to set a required laser driver bias
current using the following register. Note that the override value is a 10-bit quantity split
over two addresses. Updates take effect only when the “Hi” value is written. The user
must always write to the “Lo” value first, and then to the “Hi” value.
