What are the transport and logistics services that qualify for zero-rating
1.International transportation of goods from a foreign country to Singapore, from Singapore to a foreign country, or between two foreign countries.
2.Local transportation of goods/passengers and ancillary services (such as loading, unloading and handling of goods) to the extent that such services are provided by the same supplier as part of international transport services.
3.The insuring, the arranging of the insurance or the arranging of the transport of passengers or goods for international transportation.
4.Services supplied
1.under a contract to a person and
2.which directly benefit the person; who in his business capacity belong outside Singapore
on the transportation of goods:
1.From the point of import to the first destination in Singapore;
2.From the last destination in Singapore to the point of export; and
3.Storage and handling of goods in the first or last destination.
E.g. Providing freight services to an English company to export goods from Singapore to England.
1.Prescribed services provided within the free trade zone or the designated area of a port, terminal or airport for the handling of ship or aircraft or the handling and storage of goods carried in a ship or aircraft.
2.Services supplied directly in connection with goods for export outside Singapore (e.g. packing) and supplied to an overseas person at the time the services are performed.
Budget 2010 Changes
In his 2010 budget statement, the Minister for Finance announced changes to the GST treatment for ship and ship-related supplies. This change will take effect from 1 Jul 2010.
Zero-rating relief will be expanded to include the transportation and arranging of transportation of passengers or goods on a vessel so long as the vessel sails to or from international waters. Consequently, the vessel no longer has to call at a place outside Singapore in order to zero-rate the transportation services, as long as its course of transportation occurs substantially outside of Singapore.
Zero-rating also extends to supplies of domestic transport of goods i.e. from a place in Singapore to another place in Singapore, provided that the domestice transport is supplied as part of the international transportation of goods on a vessel that sails to or from international waters and if it is supplied by the same supplier. The supplier however does not need to perform the ancillary transport activities himself, but must be contracted to provide both the international and domestic leg of transportation. Zero-rating does not extend to domestic transport services provided to passengers.
