自1994年始，日本就对美国出口日本市场的苹果实施一系列的检疫限制措施，并称这些措施是防止火疫病传入的需要。而美国则认为日本的苹果进口限制措施违反了GATT 1994、SPS协定以及农业协定的有关规定，遂于2002年3月1日，就日本关于从其国进口苹果采取的检验检疫措施提起磋商请求。
