A UBR can be part of a city, or surround a city, but it does not have to be designated as the whole city. Existing global environmental degradation calls for urgent attention by reconciling development pressures with ecological units and biodiversity in urban areas. Sustainable practices in buffers or transition zones of UBRs should be designed as tools for controlling mechanisms of unplanned development pressures as well as for degraded ecosystem rehabilitation. The method of fostering UBRs has to be compatible with sustainable urban development needs and should be focused on biodiversity conservation efforts (Tezer, 2005).
