I don't use VATS so up until recently Action Points were useless to me. But I discovered a way to make them work in normal combat situations, as well as making them a part of running around the Wasteland. No more sprinting off across the map with no consequences whatsoever if you don't stop to catch your breath. Now you'll need to take a break from running every so often.
In the process of coming up with some penalties for using up your Action Points, since it's possible to go into negative values, I discovered that Fatigue can still be a viable function in the game, other than when you're fighting Hand to hand. Now as you run you're burning up not only Actions Points but Fatigue as well, plus your Fatigue loss increases once you cross certain Action Point thresholds. Eventually, if you lose enough, you'll reach a point where you collapse in a heap on the ground.
While all this might sound complicated, I've made things as immersive as possible. When you are close to becoming Fatigued, you'll start breathing heavy. That breathing increases in intensity as you go along and at one point you start suffering from the same double vision effect you get when your head is crippled. So you'll clearly know when it's time to take a break and catch your breath. Provided of course your enemies will let you.
