本研究利用平衡計分卡之財務、顧客、企業內部流程、企業學習與成長等四個構面找出主管與一般員工對於人才招募與留任之議題的差異性,並找出改善的方法。問卷設計利用專家訪談方式再經訪談內容彙整後,找出重複被提出的重點關鍵字,利用關鍵字再配合人力資源管理與平衡計分卡連結項目做分類,再依據文獻探討及參考過去學者的問卷設計加以綜合修改制訂問卷內容。調查時間從民國104年9月8日至9月30日止研究總發送的問卷數共45份,回收問卷共39份,整體有效問卷為35份,有效回收率為86.7%。
