This study use balanced scorecard financial, customer, enterprise internal processes, enterprise learning and growth four dimensions to find out the differences of the supervisor and the general staff regarding talent recruitment and retention issues, and find out how to improve. Questionnaire design using expert interview again after interviews to compile, and find out the key key duplication is proposed, using the keyword with the human resources management and balanced score card linked item classification, based on the literature discussion and reference to the past scholars questionnaire is designed to be integrated modification to formulate the contents of the questionnaire. Survey time from 104 years in September 8th to September 30th, the total number of questionnaires sent a total of 45 copies,A total of 39 questionnaires were collected, and the total effective rate was 35, the effective recovery rate was 86.7%.
