本文以济南市道路为研究对象，用GIS的方法把道路空间数据和道路属性数据联系起来，使各种属性数据以地图可视化的方法显现出来，并结合视频图像技术，以期更形象地显示道路环境和路面状况。
该论文结合济南市道路管理的实际情况，并且结合GIS技术，确定了济南市道路管理信息系统总体设计、系统的设计目标、系统技术路线、系统主要功能以及系统开发的系统环境等。还将道路管理与GIS技术相结合，从而确立了高效的济南市道路管理信息系统，为相关道路管理人员和普通用户提供了高效的信息技术平台。系统具有界面易懂、操作简便、节省财力、物力、节约时间等特点，可适用于城市的道路信息管理。
