Japan does not dispute the description of the requirements at issue made by the United States. Japan recalls, however, that points (h) and (i) above are not included in its description of its fire blight requirements since "certification or declaration by officials of the exporting country" and "confirmation by Japanese officials" are mere procedural steps to ensure compliance with the substantive requirements and are common for all phytosanitary measures. On the other hand, Japan describes the disinfection of the harvest containers and the disinfection of the packing facilities (item(f)) as two separate elements of its requirements.
