In situations where third-party operators are used, the operator usually assigns one employee to the facility’s CEMS operation. Many facilities also assign employees to assist in the CEMS operation, including screening CEMS data, documenting operation and maintenance activities, and discovering and referring problems to the operators. The facility staff are often from the environmental management divisions and, in addition to CEMS, are responsible for the operation of pollution control equipment. CEMS staff are typically onsite during the ESC/EMC inspections to answer questions from the inspector. Studies in Jiangsu Province (Shen and Gao, 2008) and Zhejiang Province (Le, 2004) found that CEMS operation and maintenance can be time consuming and technically demanding if properly implemented. Although CEMS staff are trained and certified, many lack some of the expertise necessary to properly operate, maintain, and quality assure the equipment.
