This is because companies promote their staff for a variety of reason, not only the ability to manage.
The three common reasons for upgrading an employee to managerial status are:
Technical expertise: they are strong in technical and operational aspects but still amateur in people management
Seniority/ experience: they get promoted based on their length of service, apart from capability
Personal charisma: personal charm which makes them stand out among others
You must accept the fact that your reporting manager has limitations as a manager and you must be willing to take responsibility for improving the relationship. Remember, each reporting manager is unique and each has different strengths and characteristics for us to learn from.
