Sewage sludge, if meeting legislative norms for heavy metals and nitrogen content, can be used on willow plots isolated from the river valley (e.g., in the Protective Zone of the WWTP(污水处理厂)). Because of high nutrient concentrations, it is a valuable fertilizer for producing biomass, which in turn provides alternative energy (bioenergy) and reduces CO2 emission, contributing to meeting EU requirements on the promotion of renewable energy sources (Directive 2001/77/EC). The production of bioenergy can lead to a quicker return on invested capital, the generation of new jobs, the reduction of capital outflow for fossil fuels, and increased revenue for the local economy.
