在過去傳統的都市計畫、土地使用管制計畫下，造成台灣的建築多為混合使用的狀況，再加上管理的不當，都增加了都市環境的複雜化與危險程度。而以往的都市計畫都缺乏防救災的觀念，相關研究也大多停於理論階段而未落實於實質規劃中；再加上都市防災為目前通盤檢討之重點之ㄧ，但地方在推動都市防災規劃大多成效不彰。都市規劃包含主要計畫及細部計畫除對地區發展因應近年來環境氣候變遷，對於地區常常因地震、火災及暴雨淹潮造成水災或易淹水地區，無不對人生活及生存造成莫大之災變及影響，加以近幾年都市進行反饋，對於郊區化漸漸造成都市蔓延，新都市主義的興起，更造成回歸都市舊市區的更新，因而如同細部計畫發展的更新區域防災，更形重要；近幾十年來，全球經濟快速發展，交通與通訊技術的發達，使科技化的觸角延伸至每個都市角落，加以都市計畫老舊社區及建物結構及都市紋理街道狹小，造成許多人為災害，都市更新因應而生，為解決人為及自然災害盡一貢獻改造之力，以都市再發展之力，順應此趨勢，著重小區域防災之規劃。
本研究之藉由文獻整理與理論回顧，確立研究的方向，進而蒐集相關有效的研究資料作為輔助工具，並透過二手資料之蒐集，掌握研究區域內之現況資料，以作為防救災規劃分析之基礎。實質規劃採用MapInfo的環域分析(Buffer Zones)、疊圖分析(Overlay)以及主題圖分析(Thematic Map)進行本研究範圍內救災避難道路系統與實質防救災空間之劃設。
有鑑於此，本研究透過相關理論與文獻的回顧探討防災規劃時注重重點或方向，以實質防災規劃為研究對象，進行災害方法及準則之研擬，擬出一套災害事前的預防與災後事後的規劃之都市防災計畫，使都市計畫通盤檢討或都市更新時將防災計畫導入於都市規劃中，以落實防災規劃之成效。
