内容提要：随着我国城市建设以及城市旅游业的快速发展，城市历史街区的旅游开发正成为一个重要方向。基于对城市历史街区的旅游价值认同，城市历史街区的开发与保护问题开始备受关注。本文通过对国内外有关城市历史街区开发的相关文献梳理，以及对一些历史街区的旅游开发实践分析，提出了“文化为本、功能为先和时代为尚”三大旅游开发共识，同时强调文化元素、城市功能和现代景观的融合发展。基于此，文章依据开发与保护均衡发展理念，提出并构建了历史街区的原真保护型、功能改造型和复原新建型三种典型开发模式，并进一步从开发现状、开发主体和开发措施三个方面进行分析；最后探讨了这些旅游开发模式的实现方略。

Abstract: with the rapid development of urban construction and urban tourism industry, the tourism development of urban historic district is becoming an important direction.
