To a large degree, the main CEMS rules, HJ/T 75, HJ/T 76, Order #28, and Order #6, complement each other. For example, HJ/T 75 merely requires that a certified third-party perform the certification. The Order #28 clarifies that local ESCs are required to verify the selection, installation, and utilization of CEMS with guidance from the EMCs. HJ/T 76 provides the methods for assessing the CEMS accuracy and reliability. Another example is that HJ/T 75 does not specify who shall operate and maintain and the detailed requirements for CEMS operation. Order #6 defines two types of CEMS operational models (previously described) and clarifies the operating requirements.
