In addition, more than 30 per cent of respondents stated the
importance of organizational culture-building as an effective
means to TM. Two slightly different foci are discernible from the
responses. One is focusing more on the individuals in that
respondents believed that firms need to develop an organizational
culture/environment that is conducive to attracting talented
individuals and motivating them to perform. The other focus is
more from the firm’s perspective in that respondents believed that
a strong organizational culture that is innovative and highperformance driven should be developed, and individuals need to
fit in
