I. INTRODUCTION:
 PetroVietnam Phuoc An Port Investment & Operation Joint Stock Company (herein after referred as “PAP”) was established on April 29, 2008 to invest and operate Phuoc An port which is in the co-operation and investment agreement between PetroVietnam and Dong Nai province.
 PAP was established with two shareholders: PetroVietnam and Dong Nai’s People Committee. The main current Shareholders of PAP are as follow:
- The subsidiaries of PetroVietnam: 80%
- SONADEZI Corporation is representative of Dong Nai province : 17%
- Other shareholders: 3%.
II. PROJECT OVERVIEW
1- Location of Phuoc An Port in the Southern Focal Economic Region
Phuoc An Port belongs to planned seaport group No.5 in Southern Vietnam (Ho Chi Minh City, Vung Tau province, Dong Nai province) which was approved by the Prime Minister on detailed plan by Decision No.791/QD-TTg dated August 12, 2005 and master plan for Vietnam seaport system development till 2020 and orientation toward 2030 by Decision No. 2190/QD-TTg dated December 24, 2009. Phuoc An port with advantageous location on the bank of Thi Vai River has the best natural depth channel in Vietnam. Phuoc An Port is located in centre of the Southern Focal Economic Region (Ho Chi Minh City, Dong Nai, Binh Duong, Ba Ria-Vung Tau) with cargo movement through this region has recorded by 75% container volume and 55% general cargo volume of entire Vietnam.
2- Traffic system
Phuoc An Port, with its location in centre of the Southern Focal Economic Region, will enjoy convenient traffic system with connection to all regional life-line routes by:
- Inland road: 319 Road (Tran Phu Road), 25B Road (Ton Duc Thang Road), National road 51, Bien Hoa - Vung Tau highway, Southern inter - regional highway, Ho Chi Minh-Long Thanh-Dau Giay highway etc.
- Airway: Long Thanh International Airport.
- Railway: Bien Hoa - Vung Tau railway and national railway.
