The reasons for the disparity between the educational subsystems are broad and complex, and academic discourse in this regard has focused on historical processes with a wider perspective on the Israeli-Arab conflict (Arar, 2012). Several scholars mention other, mainly cultural assemblies in traditional Arab culture that preserve a traditional patriarchal society. Moghadam (2004), for example, mentioned gender-based discrimination as one of the factors that largely influenced the Arab society in the past and may have important impact on education in the present as well (e.g., qualified women’s lack of attainment of managerial positions and posts).
