现代社会的进步与发展越来越离不开工业的进步和发展，现代工业越来越提倡减少工人的数量以减少生产成本，自动化机械化作业就成为了现代工厂普遍采用的生产方式。机械运行的时间越长产生的热量月多，如果此时是炎热的夏季，本身外界的温度就高再加上机械本身产生的热量，机械的温度将会达到一个很高的温度，这不仅仅会影响机械的工作效率还会极大地缩短机械的使用寿命。所以在现代工业生产中给所需的机械进行散热处理成为一项重要工作。传统的散热系统所采用的散热方法简单粗暴，虽然也能起到较好的散热效果，但是却会带来一些新的问题，例如浪费了大量的能源，提高了生产成本。
PLC全称可编程逻辑控制器，作为一种专门应用于工业控制上的计算机，自从被应用到工业上，就以诸多优点和多样化的功能而得到了市场的认可。在本次设计中将PLC和风机、水泵、变频器结合起来，运用传感器技术、PLC控制技术、变频调速技术、组态监控技术，以风机和水泵为被控制对象组成一个完整的冷却控制系统，这样不仅可以将想要散热的部分的温度稳定在一个合适的温度，避免温度过高带来的不利影响，还可以减小风机、水泵运行时产生的能耗，避免了能源的浪费，减少了工业生产成本，更保护了环境。
监控系统可以实现对整个系统的被控制对象风机和水泵运行状态的监视和控制，结合触摸屏组成的上位机系统，可以实现对各个重要参数的实时监控和主要设备的故障警报等功能，大大简化了操作人员的工作量，实现较好的人机交互。
