Management and enforcement efforts are focused on activities presenting the highest risks to the Reef. Due to their ecological (e.g. removal of biomass, coral damage via anchors, coral disease from discarded fishing line) and social impacts (e.g. affecting the legitimacy of zoning plan), illegal fishing and poaching represent a ‘very high risk’ to the GBRMP’s values. Poaching by recreational fishers in no-take zones is the most common form of offence in the GBRMP, and a number of studies have suggested that such activity may be occurring significantly more frequently than previously thought. Improving recreational fishing compliance with the zoning plan thus represents a significant priority for GBRMPA to achieve its broader resilience-based strategy.
