This paper is divided into four sections. Section twopresents a summarised view of a comparative analysis of fivebest practice frameworks chosen for this research. Theframeworks were chosen because they inherently possesssome of the important attributes which are deemed as vital forthe definition of the proposed ITSRB approach. Section threepresents the attributes derived from the best practiceframeworks discussed in section two, with the objective ofbuilding up the foundation of the ITSRB approach. Sectionfour presents the proposed ITSRB approach including itsstructure and features. Section five concludes this paper byhighlighting important aspects that were used to defme theITSRB approach as well as the current challenges that thediscussed frameworks possess, addressed by the ITSRBapproach. The last section presents the references which wereused in this paper.
