Once a service delivery unit has been defined it requires:
a clear description of its service user group;
specified objectives to be achieved with its users;
a strategic for deploying the resources needed to achieve the objectives;
a distinct competitive position in relation to other providers;
systems to monitor achievements against plans;
timely financial information that sets out income and expenditure of the unit;
a manager who is responsible (whether part time or full time) for planning, delivering and monitoring the service
