To establish a common understanding, we used the following definition of competencies: “the knowledge, skills, and experience of a project manager that are necessary to lead a project” (Rowe, 1995; Waller, 1997). This definition implies that project managers should not only have knowledge and skills but also the experience in using knowledge and skills in leading projects. The following sections discuss the literature and our observation with regard to projectmanagers' competencies. We found that most of the literature discusses competencies in the contexts of the knowledge and skills. Not much literature has discussed the experience aspect of competencies.
