In this paper, the use of hard targets and soft targets to solve two criteria required for the basic model. Hard targets is through value-added evaluation method, by three indicators coach coaching field number, the number of winning games and winning rate to common measure. The use of soft indicators are AHP and evaluation system based on multi-agent systems operating in the coaches evaluate each indicator calculated redistribution rights, priorities and objective analysis of the various elements of the ratio between non-key soft indicators, thus been fully reflected in the coaches competency assessment model.
