When HSDPA overload is detected, or a combination of non-HSDPA DL transmitted carrier power and HSDPA overload, the overload actions are taken in the following sequence (within steps in order of allocation/retention priority):
1.Non-guaranteed RABs on dedicated, non-shared radio channels ar e reduced to their lowest retainable rate in the current radio configuration
2.Guaranteed RABs on dedicated radio channels (including HSDPA) and non-guaranteed RABs (remaining after step 1 and not on 0 kbps) on dedicated, non-shared radio channels are released
