The legal references are the Tariff Act, the Textile, Wool and Fur Acts, Rules & Regulations and the Federal Trade Commission Act and various foreign import regulations.
Products requiring country of origin labeling
All product—textile as well as non-textile—should be marked with a country of origin.
Label Type
Labels must be sufficiently durable to remain attached until delivered to consumer.
Label Location
Must be on front side of label.
• Items with neck: inside center of neck midway between shoulder seams or immediately next to logo label
• Other items: conspicuous and readily accessible location
Country of origin may not be covered by another label.
Label Content
1. Conform to Customs regulations for imported products. May say "Made in USA" only if made entirely in USA of materials that were made in U.S. Otherwise, qualify "Made in USA" label with information as to which components/processes are of non-US origin, using same size text, e.g. "Made in USA of imported fabric".
2. The label must state in English "Made in..." or words to that effect as determined by the United States Code of Federal Regulations Volume 19, Part 102. Country of origin information must also be on packaging, unless packaging is transparent and required information can be read without opening package.
Miscellaneous Information
Certain "flat" goods (including sheets, towels, comforters, handkerchiefs, scarves, napkins, and other flat goods) require country of origin of fabric in addition to country where finished.
For Example:
Made in U.S.A. of fabric in China
Label must identify both the U.S.A. and country of origin of the fabric.
