We never add dimensions describing detailed sheet metal cut outs, we only add dimensions on main dimension, bends or other process dependent geometry.
Verifying this geometry should only be done once and not as a regular follow up.
The cut-outs are changed to create more room and avoiding burrs, it should not be necessary to measure them in detail and the cut-outs will not change over time.
I suggest they check up on the following:
1) Verify that the shape is actually changed from previous stamps – this is easily verified by putting old and new part on top of each other and verifying visually that
the new parts have bigger openings and different shapes. They can alternatively print 1:1 drawing and put the part on top of the drawing to verify
2) Verify that the openings are free from burrs – this is very important
