GMetropolitan jurisdictions experiencing declining or slow industrial employment growth and expanding service-sector and population growth must determine where industrial land should be preserved and protected, and where it should be released for alternative uses. This article presents a methodology for confronting this issue. Jurisdictions with substantial industrially zoned land but declining industrial employment and little residential or commercial growth pressure may have no immediate need for rezoning, but can use this method to target redevelopment plans to abandoned areas and infrastructure investments to locations where industry is healthy and strong.
