随着21世纪经济与社会的快速发展，信息技术在人们的生活中扮演着尤为重要的角色，同时日新月异的信息技术也为各行各业提供了高效、便捷的服务与管理，使许多行业步入了现代化、信息化。近年来随着社会的高速发展，以及各地区拥有的汽车量越来越高，使得车辆交通问题变的日益严峻，天津作为经济发达的大城市交通问题更为严重，给交通管理部门以及管理人员带来了不小的压力。尤其车辆违章在交通管理中是非常棘手的问题，因此需要信息化技术来实现车辆违章的高校管理，所以靠简单的、拼体力的传统管理方式已经不能适应现代化交通管理的需要,必须在科学管理和科技手段的应用上找出路，走科技之路，向科技要管理、要效益。
本篇论文阐述了天津市车辆交通违章管理系统的功能设计与功能实现，包含交通信息发布、交通法规的阅读与查询、车辆违章查询以及在线申诉等。对系统进行研究意义、目的与可行性的分析，采用PHP技术结合HTML、CSS、JavaScript以及Mysql数据库来进行系统的开发，使系统具有可扩展易于维护的特点。利用信息技术来整合资源，以达到对车辆违章信息进行高效、科学、系统的管理。
