自2008年起，在调度方案基础上，松辽委逐年组织编制了尼尔基水利枢纽年度兴利调度计划并协调各省区确认后印发实施。在实施过程中，及时根据当年来水情况对年度调度计划进行合理调整，开展实时调度和应急调度，满足了下游各业当年用水及次年春灌用水需要.尼尔基水利枢纽通过优化调度，不但充分发挥了水库综合效益，也促进了嫩江流域及周边地区的经济社会发展和生态环境改善。
