The enacting of tariff reductions took the form of informal negotiation ‘rounds’, where the GATT contracting parties would meet periodically to eliminate tariffs on specific goods. Because the GATT is not an IO, the rounds took place in different places over time: Annecy (1949), Torquay (1951), Geneva (1956), the Dillon round (1960–1961), the Kennedy round (1963–1967), the Tokyo round (1973–1979) and the Uruguay round (1986–1993). As can be seen from the durations of the rounds, the trade negotiations would become more protracted as the contracting parties agreed todeeper levels of tariff reductions.
