Article 25 (Specifications of Passenger Seats)
(1) The longitudinal and transverse dimension of each passenger seat shall be at least 40cm each
(the longitudinal dimension may be 35cm or more for buses with a designated seating capacity of
22 persons or less, and buses exceeding the seating capacity of 22 persons with more number of room for standing than seating capacity,), and the clearance between the rear of a seatback of a front seat and the front of a seatback of a rear seat immediately behind shall be at least 65cm (the clearance between the front of a seatback of facing seats, installed in buses, shall be at least 130cm). However, this requirement is not applicable to those seats installed in ambulances, fire trucks or special purpose vehicles which are recognized as difficult to meet in design by Minister of MOLIT.
(2) The longitudinal and transverse dimension of each child seat of bus for use of transporting of children shall be at least 27cm each, and the clearance between the rear of a seatback of a front seat and the front of a seatback of a seat behind shall be at least 46cm.
(3) The height of each seat in buses(except for buses with a designated seating capacity of 15 persons or less and buses for transportation of children) shall be not less than 40cm and nor more than 50cm, except for those seats installed above engine or wheels.
(4) For each passenger car, a seat which may be attached/detached without the use of a tool may be installed in the seats other than the front seats (including the driver’s seat). However, the classification of a vehicle pursuant to Article 3 of the MVCA shall not be changed.
(5) The side-facing seats shall not be installed in passenger cars and buses with a seating capacity of
15 persons or less, except the emergency vehicles and the vehicles where the safety belts are not installed pursuant to the proviso of Article 27 Clause 1.
