the "lock screen" only lock shortcut in the home screen from being deleted or moved..

BUT.. when my hand accidentally press the (virtual) HOME button and i accidentally do a long press to the empty area in that home screen.. then i would brought out the MENU that can do anything to my home screen.. it may ruin my home screen (shortcut layout, number of screen, etc)

please learn the home screen from APEX / HOLO launcher.. when they say LOCK SCREEN then we can't do anything to the home screen until it unlocked.. including : move/delete/add/other.. except that we press an APP (shortcut) then it will still open the APP..

the concept of "lock screen" is protecting the layout of widget and shortcut.. so this Launcher "lock screen" should follow the concept to make it perfect..
